Garden Fence Paint Problems

I've tried to paint an old garden fence with Cuprinol Ducksback paint and twice the paint on top rail of the fence has come off, leaving bare weathered wood. Lower down on the fence, the paint is not too bad. Cuprinol were no help when I contacted them. A painter suggested Zinsser Peel stop. I used 2 coats of this and then 2 coats of the Cuprinol, but the paint still lifted about 2-3 months later. Anyone has any ideas what I can do to get this fence painted with something that will last longer than 3 months! Many thanks

Make sure you saturate the top of the fence with the Ducksback and ensure you do this when it will not rain for 3 days or more.0

Have you considered sanding it to have a rough surface and fresher wood on top to give the paint a good key? We did our fence last year and we pressure washed it to get most algae off, bleached it and then gave a quick sand, painted on with a thick fence brush and gave it 2 coats and a year later it still looks like it was done yesterday1

The top of the fence is exposed to the elements more, so will lose some of the coating alot quicker.1
