Travel insurance and border closure

I have travel insurance for a visit to the USA. I am concerned that should a major outbreak of COVID19 the USA may ban travel from the whole or parts of the UK .
My insurance policy does not mention this eventuality. Their response to an inquiry was that it is neither included nor not included in the cover, therefore each case would be decided on a case by case basis.
The AXA website states that they will consider claims from customers who are due to travel to a location that is in lock-down.
Large numbers of people may find themselves unable to travel and not having insurance cover as a result of their destination country banning visitors.
My attempts to raise this as an issue that should be considered now rather than when it occurs have been met by referral to existing advice, particularly the FCO, none of which recognise the problem.
I am hoping that this forum will reach someone who does recognise the problem and is in a position to bring it to the attention of a wider audience and maybe even find a solution.
