Loft extension dating from the 1970s

I've been looking at a 1960s Bungalow which has a loft extension added probably sometime in the 1970s (vendor knows this apparently from their neighbour who moved in 1980).   Extension has a dormer with a flat roof running the length of the bungalow at the rear.   At the front is one room built in to the sloping roof and one room which has  been maintained as loft storage.   

From what I can see (and from the EPC) there does not appear to be any insulation at all in the rooms in the upstairs\'loft' rooms.   The vendor (who has lived there 3 years) has said they have a roofer son-in-law who thinks the flat roof on the dormer was changed recently before they moved in (if that is the case, I presume the new flat roof would 'have' to had insulation in order to meet current building regs).

Can anyone knowledgeable advise roughly on how feasible/costly/disruptive it would be to retrofit insulation in this situation?   Is there anything else to be concerned about with a loft extension done so long ago?

    You only have two ways in, from outside or from inside.  Take the roofing off, insulate, put roof back. Or take ceilings down, put in insulation and then put back ceilings.

    I would take roof covering off from outside, insulate, install a membrane then re-roof myself.

    The flat roof may have just been refelted, in which case, it may well have been passed off as a repair and no requirement to insulate. You could check by removing the fascia board and looking in the gap to see if there is any insulation.. But without looking, the safest assumption would be minimal to zero insulation.

    It would be disruptive work, and generate a lot of mess. As to cost, wouldn't like to comment. It is the sort of thing I would tackle myself and only call on trades for the parts I couldn't do (like plastering).
