Question about Premier Parking Logistics Parking Charge

Hi there,
Do this company 'Premier Parking Logistics' have any authority to charge people parking tickets, when if you go to the website:]
theipc.info
They are listed but with no Logo or website address:
At bottom of site it say's: ''Where this logo is displayed, it is likely that that the operator that is displaying it is a member of the British Parking Association.''
So i'm guessing they're not part of BPA, but the tickets they issue have the IPC logo?
I had parked in a location where there was a sign displaying private land but i did not see it as my vehicle was parked other way, reason for ticket given is
''unauthorised Parking''
Should i pay or not?

PPL (Walton Wilkins) are members of the IPC and are therefore able to access your data from the DVLA in order to issue a PCN - an invoice, it's not a 'fine'.If this was a windscreen ticket and you've received nothing further at this stage in the post, please read the NEWBIES FAQ sticky, first post, especially about getting your timing right (26 days) for making your initial appeal.If you've already had a notification in the post, that part of the sticky will also explain what you next need to do.Please note, we are not a legal advice forum. The answer to that question can be found by contacting the owner of the land in question, no-one here is likely to know.
So i'm guessing they're not part of BPA,
In matters such as this guessing is ill advised, full knowledge of the facts is a sine qua non.
Should i pay or not?
Why not read the stickies and then decide, but consider this, nine times out of ten these tickets are scams,.
Consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled, and Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.1 -

Thanks, very helpful. I just contacted the company who own the land where ticket was issued.The buildings are part of their company, whereas car park is'nt. Are these private companies going around sticking their logio on any car parks to get people to pay them which they do not own?0
