I am currently helping to care (unpaid and informally) for the adult son of a friend who recently died. He has physical and some learning disabilities and is very emotionally dependent. The plan is that soon a relative who has jointly inherited the parent's house will come to live with him. My friend believes that if he agrees to pay for the weekly shop twice a month he need pay no more. He has carers 3 times a week and nurses daily so the care I do is a little evening personal attendance and providing company and emotional support so that us all the relative would need to do. My friend is in full receipt of all appropriate benefits but cannot see why he might have to contribute to expenses and he is difficult to persuade. Is he correct in believing this.

He should contribute towards the bills but because he has a learning disability he may not fully understand why he should do this. My daughter also has a learning disability and have to explain a lot of things to her multiple times before she understands something and paying a bill is one of them.
