Vanguard, S&S ISA

Hi All, 

Sorry if this question has been asked before. 

I currently don't have a S&S ISA and would like to open one in order to invest in the Vanguard funds. 

What is the best platform to open the ISA? Would it be the IWEB or vanguard itself?

I am looking to add a sum of money the drip feed the account every month and leave it for over 5 years. 

Any help would be appreciated, thanks
