Amazon Seller Account Inactive?

I very rarely use my Amazon Seller account but i don't see the point of logging into it unless one of my five items sells, i logged in today and tried to list a new item and got a message saying i need to reactivate my account and re-enter my credit card details (even though they are up to date) in order to continue with the account.
I use the buying account regularly but not the selling one, after confirming the card details are legit i am told to wait 24 hours before selling any new stuff, anyone else encountered this issue?
