Solicitor holding up our sale

We sold our house back in Nov. We are in a chain of 4 with us at the top. We vacated our property in Nov as we relocated and moved into rented. Long story short everyone in the chain is ready to exchange accept the bottom buyer. We have had two dates set for exchange both dates the bottom solicitor has agreed to then at the last minute pulled out due to waiting on paperwork . We were told 3 weeks ago that searches were back & enquiries answered then told he was waiting on contract being sent back. This was done then we were told he was waiting on a new mortgage offer which he had previously said he had. We have now been waiting over a week for said offer which both the broker and client have recieved. When the bottom soliciter is asked expected dates he doesn't give an answer just keeps saying he's waiting on this paperwork which is imminent!  We have been informed that the client has transferred her deposit, however it just feels like we are at a standstill. The solicitor above is chasing everyday as they are ready to exchange as our the rest of us . My question being is there anything we can do. I'm feeling extremely frustrated by the situation made worse knowing that we all want to move its just this solicitor holding things up. We are at our wits end, I can't believe it takes this long for paperwork especially when the client & broker have it.
Do we consider reporting them to the ombudsman or just keep pushing.

    you can report them if you want but as they are not your solicitor it would be as pointless as me reporting them.

    Threaten to pull out.

    The solicitor isn't holding the chain up. Their client is. You'll never know the real reason why.
