Neighbour won't pay their half of housing association fence

Hi,   our fence was damaged in storm dennis,  the neighbour said he would order the new panels and i said straight away i would pay half as we are jointly responsible,
No fence arrived so i went round and said i would order it, he said he would have the cash  to me by Monday,  today still no money and the panels are coming tomorrow,  i went round this morning and they said  they would bring it within the hour,  went round this eve and still nothing so i told them i would cancel it, 
We both have a dog and i want it sorted to protect my dog and my privacy,  
They have no intention on paying, i am a single mum, 
Is there anything i can do?

  •  Surely if you rent from a housing association it's their responsibility to repair not yours 
  • You cannot force anyone to erect a fence, or pay for it, if you want a fence, you pay for it. Sounds like you already have, you got to choose the type of fence. Ask nicely, you might get some money.

    I don’t think there is such a thing as a joint fence.  Your house will be responsible for one side and his house another.  The HA will only do external fences not dividing fences.
    you could put some lollipop sticks and a bit of string there to mark the boundary, that’s all that’s required. 
    my fence cane down in the storms, it’s 2k to replace.  I can’t ask my neighbour to pay half, he’s responsible for the other side.

    No. You need to establish
    a) who owns the boundary and
    b) who owns the fence (not necessarily the same!)

    I rang the landlord today. Each tennant is jointly responsible for repairs for the  fences each  side of the gardens,  the landlord will only repair/replace the fence at the bottom of the garden.
    He said about getting the panels first but didn't do it so i've had to do it,  he is just as responsible as i am to pay, he just won't do it.
    I have told the housing association he is refusing, they are going to ring me back tomorrow.

    I presume you have good concrete posts there to slip them into?
    if your neighbour is jointly responsible why don’t you buy half the panels and let them buy their half.

    That's usually not how it works...
    Each owner is usually responsible for either the fence on the right or the fence on the left depending on their particular set up. Ordering the panels before checking the property deeds first was premature of you.

    But that is all irrelevant . As you have a landlord it's their responsibility to fix the fence (if they are responsible for that side) not yours.
    Can you return the panels?

    Because  i have a dog and so do they, and i want to just get it done rather than risk my dog getting out as we live on a main road.  Or risk the dogs fetting together and fighting,  my boxer  just has 3 legs and would not be able to properly defend herself against their big staffy.

    Nobody is responsible for the fence unless it is stipulated in the tenants contract.
    Owners are responsible for the boundary as per their deeds. The person who is responsible for the fence is the one who paid for it.
    As has been said above, a few lollipop sticks and a bit of string is sufficient. If YOU want something more substantial then You pay for it.
