Shared Ownership and Repairs

I have lived in a shared ownership property for nearly 6 years. Like most shared ownerships the maintenance falls roughly into two halves. Any work need inside the flat is my responsibility. Any work outside or structurally is that of the housing association's. I have had problems with damp in my bedroom since I moved in. After 5 years it was eventually diagnosed as a cold spot caused by a strip of loft insulation that is only single-layered (the rest is double). The Housing Association is fixing this next week. However, my bedroom needs fully redecorating due to the damp. I have already painted it once at my own cost  but the mold is showing badly again. As this appears to be a mistake in the initial building of the property (the property is only 14 years old), I feel it is all the fault of the housing association. Would readers agree with this and if so, how I would go about getting them to pay for the redecoration? As you can see from how long the diagnosis took, the association is very slow moving / incompetent. Thank you.

    No. The housing association didn't themselves design or build it, and while they almost certainly had warranties from the parties who did, those will have expired by now. So it's no more their "fault" than yours.
