Step 1. Parking ticket fine - Zebedee’s Yard, Hull.

Hello all, I have found the threads which I intend to use to make complaints regarding a parking ticket I have received as the registered keeper of a vehicle, the alleged offence occurred at Zebedee’s Yard in Hull. I’ve searched Google trying to find a contact address and/or who the owners of the land are but to no avail. My understanding is that the first step in the complaints procedure is to contact the land owners first, if I’m unable to do this should I skip and proceed to step 2?
