I have recently changed my electrical energy supplier to Green Energy. The official day of the change over is tomorrow the 24th Feb. My question is when do I submit my opening and closing reading? Is it on the day of the changeover and does my previous energy company have to be notified of the closing reading?

You give the reading to the new supplier on the day of switching.  The new supplier will send that reading for verification and send the verified (or adjusted) read to the old supplier. Both will use that read for billing.

It doesn't really matter: most companies accept reading a few days before or after.  It's driven by the new company, so you don't have to notify the old company.  The final readings may be modified by independent third parties

Upto 1 day before or upto 5 days after. It is better to give them on the day of the switch and you only need to give them to the new supplier.

Even if you haven't been asked for readings by your new company, or you can't yet create an on-line account with them, take meter readings on the changeover date anyway and keep them safe. Some people actually take photos of their meters showing the readings but I don't go that far. I use a spreadsheet to keep track of my readings and usage, so it's all recorded - even if I can't supply them until a later date.
