Hi, can anyone help me please?  I have received a LBC from Gladstones out of the blue for a  parking fine from over 4.5 years ago.  The 30 day deadline to complete their online forms is today and I'm not sure what to do.  I've read about something called a SAR but I don't really understand what it is and what I need to do.  Do I complete their online form or do the SAR? Help please?  They are also charging £160.00.

You do not need to complete any forms from a solicitor acting for a PPC, it is a letter before claim so you could just reply and state you deny the claim/debt/whatever, are seeking debt advice (although any debt is denied) and you require them to cease processing for 30 days.
A SAR = Subject Access Request and is a way of forcing the PPC to give you everything they hold about you/your VRM.  This is useful if it proceeds to a small claims court case.  When you submit your SAR, attach a copy of your V5C as proof of who you are and that you are the KEEPER of the car involved.

You send a reply as above today. No delaying, or prevaricating, or worrying. Just get it sent. 
Meanwhile you send the SAR to the parking company, so you know what documents THEY have for when the inevitable court claim follows

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Of course Gladstones have added a fake £60 ...... scamming is how they operate.
BUT .......... it is ABUSE OF PROCESS and Gladstones know all about what happens to them in court
