Can't get a gas supplier to register our supply

This sounds insane. For years my parents had gas but no Bill's. They tried hard to get billed. No supplier would register them because the meter was unregistered. They wrote to the installers and tried everything. British has told them there is no such meter and no supply at the address. They kept all the correspondence and when watchdog did a feature in it they took the paperwork. But they lost it. Since then once a year my mother tries again. They get quite sarcastic with her. She has gas heating and a cooker. Shes wanting to sell the house as she has no money. But shes terrified she will get hit with a huge bull once its sorted. Ir worse still she cant sell the house due to it. The pipe was fixed once but still no bill. We checked with who's my supplier and nothing. It's totally in registered. We think because when it was installed they didnt need gas that it went too long. It was connected but the registration never filed. Any advice welcome.
