My current (new) O2 contract and (at least) two previous ones billed for 'line rental' in advance.
Not that it makes any difference in OP's case.

So if you are in a 24 month contract and use PAC after 12 months as you find a cheaper deal.
Are you saying that the losing provider can not charge you early termination charges for the rest of the contract?
As from the link you gave
