I would have thought that it would be easy enough to find his address, as the OP will know where he works and where his family are. (I wouldn't ask anyone to move in with my without knowing a bit about them). 

Unfortunately there are many scenarios where people do not know where people live. Parents could be deceased. People may be unemployed.

Certainly, a forwarding address is not a legal requirement and the VT have, in previous cases, agreed with that. The problem is that on, on a day to day basis, it's the council making the initial decision. If they refuse to yield on their decision, for whatever reason, then it's likely not to get any further without the need for a valuation tribunal to make the decision. The tribunal will look at the whole picture, rather than just the address, to determine if the council have made a decision that is factually correct on the balance of probabilities.

Finding people is not always easy, even with the council's resources. I've spent many an hour in the past trying to track people down to an address.
