So your mobility car is owned by Motobility the vehicles leased through the Motability Scheme, we are not the 'registered keeper'. The registered keeper is the person whose name is registered with the Driver & Vehicle Licensing Agency in Section 5 of the vehicle's log book or V5C.
So it was your responsibility to send the V5 off. I would guess that is stating sold to trade.
Failure is a up to £1K fine.

With a mobility vehicle the customer doesn't have the V5C (logbook) it remains with motability. I know this because i've very recently collected my 2nd mobility car. This means that it's motabilities responsibility to send the V5 off to DVLA.

OP motability will have proof that you returned the car to the dealer on the date you stated,  speak to the dealer because you will have needed to sign for the car to be returned and they may have proof of this.

No problem. I didn't actually know this myself until i had my first mobility car 3 years ago and realised there was no log book.

Motability retain the log books on their vehicles the driver of the vehicle doesn't get the document and if they do motability ask for it to be sent to them. It sounds like the new owner hasn't registered the vehicle in their name after it was sold and motability never put their name on the V5 after it was handed back.
Someone please tell me what money is

This was already answered in post #4 above so hopefully the OP has sorted it now.
