In the UK is it legal for a store, even when buying online, to say I can't return my purchased clothes because I got them in a sale which says they are "non returnable" due to the sale?

It would be perfectly legal for online stores to say that provided that they are not UK or EU based.
Don't take any notice of ".co.uk" web addresses as these are often used by non UK based companies.1 -

But the sign being misleading/illegal under CPRs wouldn't magically create a right to return where one didn't exist (either under law or contract). It would just make the trader guilty of an offence.
