Who enforces weight restrictions?

It's usually the local council that deal with weight restrictions on roads although whether they have the resources to do so is another matter. They can issue fines, they don't need to stop the vehicle just have evidence such as a photograph of the vehicle etc. I'd contact Hertfordshire County Council and ask0
