NPE CIS ! Ignored fake LBC - SAR received with no pay & display meter info as NPE does not have it!

Pretty much as the title says - I read on a previous post that NPE have never taken anyone to court. Not sure how up to date this information is. I have had a fake LBC from cis (credit Investigation services) with NPE headed paper (but all payments to be sent to cis). It’s now past the 30 days so I’m awaiting to see what will arrive next! 

Also have received my SAR back from NPE to say that they don’t have the pay and display record available?! This is their exact words  ‘We are unable to provide a copy of the Pay and Display Ticket machine record as we do not have access to this information.’
Do I reply with anything to this? - .... You can clearly see in the window of my car that the pay and display ticket is there from the SAR photos !

    What is their allegation?
    If they don't have the P&D machine records, they cannot possibly be accusing the driver of not paying, because they simply don't know whether he did or not.

    no but you can use the info in the SAR as part of you "bring it on pal" reply

    We need more detail.

    In what way are they alleging that the parking was unauthorised?
    No permit? Not in a bay? In a restricted area? Or what?

    I don’t know, I was in a bay and purchased a pay and display ticket which can be seen from pics not details on it though ... the information on the sar just says unauthorised parking. It’s a small car park at a university. Earlham park is also next to it (dog walkers etc).

    If I sent an email to NPE regarding the lack of pay and display meter info would that just be wasting my time? As I’ve had this fake LBC would I still receive a real LBC from NPE before court papers?

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    I have received my SAR from NPE but they haven’t provided all info requested - Pay and display record (I had a ticket which can be seen in the photos) Their response was this.... 
    • ‘We are unable to provide a copy of the Pay and Display Ticket machine record as we do not have access to this information.’
    Also within the SAR are photos of my vehicle but no PCN attached. There was never one attached when I arrived back at my car in 2016.  My first knowledge was the PCN through the post - which I ignored. 

    I have had letters from zenith, Gladstones and a CIS fake LBC with NPE headed paper (All above ignored).
    NPE themselves haven’t contacted me since 2016. 

    My questions are;

    Do I contact NPE stating they have lack of evidence due to the pay&display record / photo of my vehicle without any PCN attached? I saw a lady had hers cancelled due to the evidence photos not displaying the PCN. 

    Does NPE send out a LBC themselves or is it just court papers if it gets that far? I have only had the initial PCN £70, then the higher amount £100 one after that. 

    I am really trying to not let this stress me out but I’m struggling! 

    Thanks for any advice it really is appreciated.
