Parking summons out of the Blue

on the 11th of Feb 2017, my partner driving my sons car parked at Millers Walk Shoppers car park in Fakenham in Norfolk. They proceeded to the parking machine that had a question of people waiting at it, the assembled people had been trying to comply with the obligation to tp Pay & Display. The machine was displaying the words "initialising" eventually after 5 mins the machine completed and people bought tickets, my partners turn came and they entered the first part of the number plate as was normal else where in Norfolk area, retrieved the ticket returned to the car, displayed the ticket and went to the opticians appointment. they returned to the car within the time paid for and additionally, within the 20 mins free period and were very surprised and annoyed to find a Parking ticket affixed to the windscreen. I was working for the NHS at the time in Scotland but they called me to let me now what had happend. I emailed the company as requested on the ticket using their appeals process, explaining the above, that there could be no loss financially, that the likely-hood of a car of same car make, model and colour being in the carpark at the same time to hand over the ticket to, (one of the stated aim of the enforcement being to stop fraud) with the same front end to the registration number were extremely unlikely, and that if they required the whole registration number the software in the machine needed to enforce compliance.

I received an automated reply, but heard nothing from them, nor did my Son until the 05-01-2020 and again on 25-01-2020, from National Parking Enforcement in Nile street Glasgow, threatening Court 1st and Court summons 2nd, I called the delightful people on the stated number 0142807926, trying to see why this was happening only to be asked 'why I had called', as this was a payment line! I explained that 'this was not what it said in the letter', only to be told it was simple, read the letter, I explained that my Son now resident/working in another Country, was not the driver at the time and I had appealed within 12 hours of getting the ticket but had received no further correspondence. the delightful individual told me that we would see each other in court, where they would claim the more and secure references against credit etc, I replied that would be difficult as I had no notice of the court session to which he referred, to which he replied 'it will be my delight in issuing those today', apparently using the word 'flippant" to describe his attitude was 'extremely strong', the call ended. 

What do I do now, this is involving my son, my sons partner, other members of my extended family but I do not see the legitimacy in this ticket, equally it is in disproportion to the anxiety

    Please edit out any reference as to the drivers name/identity, no he/she/brother/son etc, just the driver scattered, or better still the vehicle entered and....
