she finished went back to car with shopping kids etc and left.
she has now been sent a PCN for not paying for the full parking duration a total of 19minutes. She tried to call but the automated system says what’s the pcn number and have payment ready no option to speak to anyone.
which prompted her to send a further letter saying she hasn’t heard from appeal explaining about waiting time etc...... again no response.
she just received a letter from debt recovery company for £160.
she called the debt company and managed to get a number from them. On speaking they said they sent an email within the 14days (turns out she put a u instead of a y) in her email. She asked for a popla code and they said she can’t go thru that as time required time has elapsed!

Nothing to be done except complain to the BPA about the ignored appeals

Ignore debt collectors and never 'phone anyone. Have you not read the stickies?Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
