having changed banks anrd re-assessed payment I have noticed (around August 2019) that Ipswich Borough Council have removed my 25% single person discount meaning my direct debit has shot up from £78 to £165 per month since then as backdating to 2018 (from what I can make from online bills).
I have lived there since 2009 and have not changed circumstance.
They have not even notified me. I have obviously filled out a form online to complain.
What are my rights with this ? It is incorrect completely and it seems to me they have removed it thinking I would never notice.
Can I issue small claims court to recover amount as I have heard nothing back yet ?

Why would you want to use the small claims court? When did you contact your local council regarding this? Have you just noticed the increase of your DD, even though it was from August 2019? Do you live with non dependents and 1 of them stopped being a student?

It sounds like they either have some incorrect information OR you did not fill in a single person enquiry form at some point so they have removed it.
its very simple to fix, no need to make a complaint, just call them, find out the reason it was removed, and if necessary just reapply. The discount can be easily backdated if eligible to 20181
