Lease car UKCPS Gateway house Piccadilly Manchester - Already paid?


I have read through this post 'UKCPS - “No Stopping” Parking Charge' (unable to post links!) but was unable to find the information I needed.
In case I have missed something though, I will try to keep this short.

Copy of Parking ticket sent to VWFS (lease company) is dated 24th December 2019.
It is headed 'Notice to Keeper (NON POFA -MNPR - Manual Number Plate Recognition'
At the bottom of the letter, it states 'This notice is deemed to have been given to you on the second working day after the Date of Sending above.'
A picture is attached of a letterbox view of a licence plate, with no surroundings. Literally only the licence plate and front bumper.
I have only received correspondence of this today 15/02/20.
Had I received the charge in the post I would've happily chucked it in the bin and ignored but unfortunately my car is a lease and the ticket was sent to VWFS.
A payment of £100 from VWFS to UKCPS has been made and passed onto myself, with an additional admin fee of £25. The £60 'offer' if paid within 14 days has not been taken up by VWFS and instead the 'full' payment of £100 opted for

Because payment has already been made I am aware that I should be dealing with VWFS directly, however I am not sure how to go about this. The additional £125 will be debited from my account on the next car payment date which will be fairly soon.

Depends on what your be contract says
This wasn't a Penalty or a fine either (important)
VW have denied you your right to appeal it in your own right , or ignore it
They should have followed the BVRLA guidelines and named you as hirer ,or lessee , not paid it themselves , so that is your argument with them , they have the legal right as keeper to pay it , the question is do they have the legal right to pass that payment on to you ??1 -
Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

note the word "you" , and YOU also have the option to appeal it , as enshrined by UK law
not only have they decided to pay it , instead of allowing you to do (or not) they have also denied your right of appeal2 -
Incase anyone has a similar issue and has found this thread through a search engine, VWFS are sending me a letter of authorisation as well as a copy of the v5 so that I can appeal on my own behalf. I have been told that even though the 'fine' has been paid, i am still able to appeal as normal.

Leading on from previous information it looks like I've now got no room for manoeuvre and would very much appreciate the advice of this forum
VWFS were slow in sending me the authorisation document so I called them up again this morning and asked for it to be re-sent.
I have been given documents relating to a second fine which they hadn't sent to me prior to today!
So far their complaints service has been shoddy to say the least. Have been told that they're so behind with their complaints, that this complaint is likely to take longer than 8 weeks to even have a case handler assigned and would probably go straight to the ombudsman. (Based on the information they've given me on the phone it's likely my complaint will be upheld if it goes to FOS but who has time to be dealing with this s**t!)
Because the document is not relating to the correct fine, I cannot appeal yet, however when looking at the new documents sent to me it says that I no longer have the right to appeal the fine with UKCPS as more than 21 days has elapsed since the first document has been sent.
Going to UKCPS website and trying to appeal through there, I am not able to continue as it is more than 21 days. Looks like IAS wont accept an appeal if Ive not gone through UKCPS first, and given that the fines are already paid I'm buggered.
What should I do now? I'm so incredibly cheesed off, I don't even know if there are more fines coming as vwfs were unable to tell me until later today.Has my path with fighting the tickets through the issuer ended? Will I be better off pursing VWFS instead? Or is there something we can do to still salvage this flustercluck?

If you have trouble with the hire company complain to their trade association if applicable, and/or you local Trading Standards Department.You never know how far you can go until you go too far.1

Nothing you can do unless the landowner cancels them , there is no easy get out and never was , it's been one of those since ukcps started it months ago
The time to fight is in Manchester County Court , same as all the others , just ensure you get your ducks in a row , documents , signage etc
Your issues with VW are contractual issues , procedures and the meaning of words , plus understanding your rights and what you signed up to , nothing to do with UKCPS , so follow the advice above2
