I received a Penalty Charge Notice for being parked in a loading bay in Belfast City Centre last weekend at 9pm. Is this normal? All shops in the area were closed.

That sounds like an "official" entity. We specialise in unfair private parking charges here on MSE so you would need to look elsewhere for help.
Normally we send people with council/police tickets to pepipoo.com, so it is worth asking there, but I have no idea if they have experience dealing with NI problems.
You will need to register on pepipoo with a non-Hotmail email address before reading the FAQs, then posting your query there.
