PCN on motorbike
so this morning I got a PCN on my motorbike, I was parked in a bay in a car park in Plymouth just off of Vauxhall’s street, I was under the impression that motorbikes could park anywhere for free in Plymouth, either way I guess I parked in the wrong place and I’ve got a PCN from premier parking solutions which seems to be part of IPC they are telling me to pay a £100 fine which will be discounted to £60 if I pay within 14 days
I’ve read the advice in the sticky and I be tried to find out the landowner but I’ve had no luck I've rang so many people who used to own the land and don’t own it now so I can’t speak to the landowner to try see if they will drop the charges so from my understanding I should now wait until I get the Notice To Keeper then move onto the next step
is there anything else I should be doing

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
