Generally the person whose property has been damaged is responsible for getting it sorted.  That's certainly been my experience.  A tile from my neighbour's roof went through the roof of my conservatory.  My insurer confirmed that I would need to claim off my own insurance because it is storm damage, and there is nothing to suggest negligence on the part of my neighbour.
