Late parking charge

Apologies if this is something asked before - I did look but couldn't find it.
My father in law parked in the wrong place in September in a London borough by accident.
He did not get a ticket, nor did he get anything in the post. In January they sent him supposedly a second reminder and it went to £165, now it is £200 and they are threatening to take him to court.
What is best to do pay or go to court? Any advice?
