UK CPM Reply to Appeal

Hi guys,
So I sent the generic appeal letter from the newbies thread to UK CPM and received this reply:
Dear XXX
On the Notice to Keeper it clearly states “If you were not the driver of the vehicle stated when the vehicle was parked in the above manner, or you were the keeper of the vehicle stated when the vehicle was parked in the above manner but it was in the possession of another person (either with or without your consent), please provide any information that will lead to the true identification of the driver responsible by completing our online Transfer of Liability form at cpmappeals co uk slash tol  within 28 days of this notice”. Therefore, if you wish to transfer the liability to the driver of the vehicle at the time of the contravention, please submit this online via cpmappeals co uk slash tol  .
If you wish to appeal as the registered keeper and accept liability, please ensure you complete ALL mandatory fields fully/correctly and resubmit an appeal with valid grounds via  cpmappeals co uk     . 
IMPORTANT NOTE: If we have not been made aware of the name and a current address for service of the driver, from 1 October 2012 under Schedule 4 of the Protection of Freedoms Act 2012, we do have the right, subject to the requirements of the Act, to recover the unpaid amount from the registered keeper of the vehicle at the time it was parked.
If payment is not received within 28 days additional charges may be incurred, for which you may be liable. The matter maybe referred for litigation in the County Court which could result in a County Court Judgment being made against you. This may impact on your ability to obtain credit in the future.

I remember that my appeal asked for pictures of the sign etc which was not provided at all in this reply. 
Where do I go from here? How likely is it that this will get brought to court? Just worried as I've seen other court cases from UKCPM around the forum and would not like to get to this stage.

    3) its telling you to resubmit your appeal as it was nto fully completed. So, was it fully completed?

    Do not tell them the name of the driver, there is no law that says you must.  Wait for letter of claim and come back here if you get one.

    On the 31st of January I received a PCN via post, not windscreen because 'it was parked in a manner whereby the driver become liable for a parking charge'. Parked in a permit only car park without a valid permit. The pictures provided by UKCPM show 2 pictures of the back of my car.

    I have been reading up on this and have just discovered the Bargepole VS UKPC case which could be used as defence if the sign doesn't provide an alternative contract for non permit holders?

    Yes it was fully completed, they seem to be asking me to identify the driver and as I haven't done this. I sent the appeal as keeper of the vehicle, to not admit to any liability as advised in the newbies thread.
