It means the Judge hasn't ordered her fee to be refunded by the PPC (not a surprise because she didn't ask, but sadly that was a £215 question that she should have asked...).

so no mention now of the fact everything was sent to the wrong address ?
Not in the defence, no; that discussion has been done at the first hearing.

However, she can mention that in her summary costs assessment as part of a bullet point list of their unreasonable conduct, to support pushing the new Judge to consider her FULL costs after all...

If she doesn't ask, she doesn't get. I hope you get a face to face hearing where you can lay rep.

That's already in the template defence, nikkietoni.

The D will see the landowner contract among the C's evidence with their WS prior to any hearing.

It cannot help your defence,e because you will not see their contract before you file your defence. There is no way this will happen so you do what everyone does, and file the template defence.

Sorry if i asked this before but both on on the NTK and PCN  it mentions transfer of liability”if you were not the driver if the vehicle stated when the contravention occurred or you were the keeper of the vehicle stated when the contravention  occurred but it was in possession of another person either with or without your consent please provide any information that will lead to the true identification of the keeper/driver responsible  by completing the following section and returning it to Horizon... ”
but do not mention POFA does this mean that Horizon are not compliant with POFA 2012. Or because they gave the keeper chance to say who was the driver they are compliant? The issue date was 2017. So not sure if they send a different NTK or PCN out now ?

Not compliant - due to missing 8(2)f or 9(2)f as I've said more than once on this thread...
