no return within 2 hours - fine after being observed for 5 minutes?

Hi!
So this is my first ever fine so I'm a bit confused!
My street is permit parking however the sign says "Permit parking, mon-sat, 8am-6pm, 2 hours, no return within 2 hours". Now I understood this as within them hours if you don't have a permit you're allowed to park for 2 hours then go, but you can't come back for another 2 hours - however outside that time you can park whenever.
Ususally I park just a little bit down my street as for some reason there's no permit needed there, but I got home from work today about 3, parked outside my house as I knew I was going back out at 4 so wouldn't extend that 2 hour period (I'm waiting for my permit to come), however went out at 4 and seen that I got a ticket - "time of first observation: 15:19, time of issue: 15:24".. Surely the difference between the times should be 2 hours or have I misinterpreted the sign?

I'm going to ring tomorrow but just want a bit of clarification so I don't look stupid
