Civil enforcement ltd PCN

Hi, I've already ask this question in other thread related to this ppc but I've been told I'm breaking the rules so here is new thread. I've entered car park on a estate in London to pick up some stuff from my mates house, just loaded the van and left, 9 days later received £100 PCN for 12min. I didn't parked in parking space and my van hasn't been left unattended during those 12min. My question is, should I still contest it as a parking charge or try to explain them that it was just pick up/ drop off ? My van is registered to my ltd company so they don't have driver's name. I attached photos of PCN and sign by the gate of that estate that says terms and conditions are located in the car park and would probably take longer than 12min to read them in the dark anyway. Thanks in advance

    If only permit holders are allowed to park there, if you do not have such a permit they cannot hold you to a contract to park.  This sign is therefore a forbidding sign, no contract equals no breach of contract,  read these.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
