Letting agent say they don't accept council deposit bond

I am looking for financial aid to help me move.
Recently I contacted my local council they offered me a deposit bond, they said it even saved the letting agents paperwork. "A landlord would have to protect any cash deposit in the government’s Tenancy Deposit Scheme however with the bond, they will not have to do so. This will save them additional paperwork and time."
I've put a holding fee on a flat, I do have the money either way, but was looking forward to some financial aid.
Is there anything else I can do?

An agent (or landlord) can put such conditions as they wish, as long as not unlawfully discriminatory.
A council bond is an indication to agent that applicant has money issues.
A tenant can equally put such conditions as they wish on agent/landlord:. But unless tenant and agent agree on conditions there will be no deal.
Lawful discrimination (eg over concerns over financial resources) is OK in my opinion.
Sorry.
