You would be doing him no favours by letting him give up a council flat to move in with you only for the relationship with your daughter to end and almost certainly leave him homeless.

I think your question should not be about how much board you should charge for these 2 people  but whether you agree to him moving in with you at all.

If they really want to move areas I would encourage them to investigate council house swap/exchange . Agree with many of the comments above, there is no way this young man should give up his secure home. Maybe you should emphasise to him how dificult it could be to find another council flat should things go horribly wrong (again).
