As others have said, they send out a valuer. I had one out a year or so ago, and they didn't actually take into account home improvements or anything, nor did they account for poor condition of windows, bathroom needing replacing etc. They massively overvalued - London flat, valued at £80k more than next door flat sold for. Next step would have been district valuer but I decided against progressing in the end.0

The council valuers are just normal council workers, they have no formal training or anything, so no surprises there. My valuer came for about 5 minutes. The same happened to me. My kitchen and bathroom ceilings and walls were ruined by a flood from the upstairs (council) flat, before I bought mine which they didn't repair - they sent a guy round with Polyfilla. Typical Lewisham Council. I’d be interested to hear how you are getting on with your application! I have been accepted to buy my house and am currently awaiting the valuation.
due to covid they are only going to conduct a desktop valuation which makes me a little nervous. 2 houses been up for sale on my street recently and have been very different to my house inside a lot more modernised and extra features which makes me think this may be over valued!0
