Best practice for a new driver

Hi, our daughter will turn 17 in a few weeks, I'm completely flummoxed as to what the best practices are for insurance. My questions are as follows.
1. We've bought her a car which is currently registered in my name - are we better changing it so she is the registered owner/keeper?
2. Are we better insuring her on her provisional license, which will allow her to drive on L plates, or wait until she passes her test and then get insurance?
3. Presumably, getting her own policy is best practice with me/mum as named drivers so we can drive the car too?
