Lamp post on front garden/driveway, can they legally enforce me to put concrete bollards around it?

I think those covenants are nonsense. 12.5.12 maybe only if the lamppost is identified as a Service. The rest of them, absolutely no relevance.
The only slight danger is if the management company is not controlled by the residents they might see this as a great opportunity to run up a load of management costs that the residents will be obliged to pay for regardless of how likely they are to win any legal action.1 -
