Gas safety - flue inspection alternative

Hi,
I am having issues replacing my boiler as the flue pipe is unable to be inspected (flat built in 2005). I understand that some work can be carried out with the boiler classed as 'un safe' but not a new install. Reading the gas safety regulation website it hints that there is an alternative to this but does not go into any detail.
Would any one please be able to advise. Cold showers in February are far from fun!

I have heard that there could be alternatives to having hatches fitted. Is this true?

Visual examination checks by engineers via inspection hatches is currently the preferred method recommended by the industry guidance that explains how to judge that a flue is working safely and effectively. However, where inspection hatches are not practicable industry has developed a safety system which is able to monitor the void for the presence of carbon monoxide and which cause the boiler to shut down if it is detected.

Speak to your Gas Safe registered engineer for advice on what solution may be appropriate for you.

    I have not been able to find where the flue leads too. It could go up into the property above or through the ceiling and out of the side of the property (I assume this is more likely). I have not been able to find any plans of the building that would show this.

    When you have a new boiler the flue will need to be renewed also. So the route will then need to be determined. Normally (I have a visual in my own head) the flues run in a ceiling void and out the side of the property. 
    The regs say a 300mm2 hatch every 1.5m is required. 
    What boiler is currently in? 
    I’m just assuming Powermax or Maxol or the like.

    Wouldn't flue ends poking out the side of the building be easy to spot?
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
