3 months no Council Tax

I got the keys to my new build 29th November 2019. I registered online with the council on 4th November 2019 with new address details and Single Occupant info and moving in mid Jan 2020.
Went through Nov, Dec and Jan, heard nothing. No bins came, so I chased that and the finally came end of Jan. Last week of Jan, I got a letter basically asking me to fill out the online form again but on paper, like I hadn't already done it.
Still haven't heard anything. I know it looks like I'm eager to pay it, but I'm worried that I'm going to get a backdated bill for 3/4 months due within 7 days of the letter or something, which would be a lot, especially if they haven't added the discount to it and then I'd have to reclaim.
Is this normal? Seems like a very long process and the longer it goes the more money I'll have to find quickly.

Is it a new build property ? If so, it may not have been banded yet (it needs banded before council tax can be charged) - https://www.gov.uk/council-tax-bands
In these sorts of cases it's always better to immediately start putting some money to one side towards the upcoming charge.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
It is a new build. I have been frequently checking to see if my house has bene listed on the website checker. It isn't as of today.
If they haven't applied the SPD then it will be a £525 bill. Realistically if they bill now it should be for only December and January, and I didn't move in until 15th Jan. It was unnocupied and unfurnished until then.0 -
You will be billed now for Dec Jan Feb March, your council may give discount for the time from you buying it to moving in, mine does with newbuild properties only. Yours may not, it may be a discretionary discount.
You SPD will start from the time you move in as a single occupant, so from 15th Jan to end of March 2020.0 -
