Another Homebuyer Survey Question

I thought I’d learned enough about Homebuyers Surveys from reading questions on here but I have one of my own now. House is 34 years old and has the usual maintenance related stuff mentioned. However there is one point that worries the buyer (and me). It’s to do with external drainage. It says
“Below Ground Drainage. Four covers were opened. A number of the chambers are holding water. It is possible that the drains are laid at a poor fall. This should be checked before exchange of contracts.” So the drains are blocked. If it were a case of just clearing them we wouldn’t be too worried. But could a house have been built with drains with an incorrect fall? If so what’s the solution? It seems more likely they’re just silted up and need jetted out?

What would be the next step? Get a drain survey done? Ask vendors to unblock? Ask via solicitor if there is a history of blocked drains?

Any advice appreciated.
