It seems strange they are prepared to lose existing customers (with tens of thousands in their account).
It's likely that the cost of having to run a non app based platform (web based) in addition to the app is higher than the value of the customers who cannot use the app.
The mobile os version is out of their control and it pretty much has to be n or n-1 so they can get support themselves

Update: I tried downloading the app on my tablet, which runs 7.0 and it worked fine.
They must have given me the wrong info when they say it only works on 8 and higher.
A bit of a painful process, but money transferred to new account.

Perhaps there were some crossed wires in your earlier conversation - they can't know exactly what the app actually works on but instead publish a policy about what they'll support it on:
You are likely to have issues with our app if your device can't run either the most recent operating system (iOS 13 for iPhones and iPads, Pie [9] for Android) or the one before that (iOS 12 for iPhone/iPad, Oreo [8] for Android).

Well Atom just lost another customer. I set up my bond on my iPad, of circa 2012, and when it came to renewal, they would no longer support my operating system level. I explained no business case to make an upgrade, the cash was delivered to my bank account upon maturity. I did say that they need to get a web interface, and the representative said that I was not the first to make this comment.
