EU 261 on inbound flights before travel

Complex EU261 question.
I am travelling Air China in a week's time. My outbound got cancelled and has been rebooked. My inbound in 3 weeks' time has now also been cancelled but has not been rebooked. Air China are only offering refunds or date changes (to a month or two in the future) for the inbound.
EU261 doesn't normally cover inbound flights on non EU airlines, but as their current itinerary means I effectively cannot use the outbound flights they have rebooked me on (unless I fancy getting stranded), do I have any protection under EU261?
