Received a NOIP letter for an alleged offence of speeding at 39mph in a 30 limit on 14/12/2019.
The letter is dated the 03/02/20 and I’ve recieved it today (4th).
I have 28 days to confirm I’m the driver etc.
Is there a time limit to when they can issue the fine? Welcome the advice. Never had a fine, so it’s all new to me.

Police speeding issues are handled on PePiPoo, not this forum.
We deal with private parking tickets here, PePiPoo will be your best bet for speeding tickets. Register there (but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the police (both sides, if appropriate) as they need to see all the small print.Please note, we are not a legal advice forum. The first NIP has to reach the registered keeper, named on the V5c, within 14 days of the offence. The day of the offence being day 0.
Any subsequent NIP has no time limit. They then have 6 months from the date of the offence to notify the court that a prosecution is required. The court can take as long as they like to send the paperwork out as long as they are told within 6 months.
In practice a conditional offer of fixed penalty is sent very shortly after a driver is identified. This is an offer to avoid court either by way of a course or fine and points. It's all usually done and dusted in 3 months.0 -

I tried a forum search for speeding fines and nothing came up, so posted here.
It was through work, I was driving a company vehicle & the reason for the delay appears to be because they’ve sent it to my HQ and now over 6 weeks later I’ve received a letter about it to my home address.0 -

You are not the registered keeper so a NIP to you has no timescale. If you return the paperwork promptly you might be offered a course rather than prosecution. It is discretionary if they offer one though.0 -
