It is something of a misunderstanding to expect to be able to claim interest on a debt.

In the County Court there are only two ways you can be granted post-judgment interest under the County Courts Act 1984:

    1) If the judgment is over £5000; or
    2) It is a qualifying debt under the Late Payment of Commercial Debts (Interest) Act 1998 - essentially these are debts where the contract states the Act will apply, or at least doesn’t exclude the Act.

So you drove over a metal plate that had come loose which then caused " cost of recovery and new tyres"
Why the recovery? Most tyre places will come out and fix same day. Why more than 1 tyre?

We have a security barrier at work at the gates that drops into the ground. A few people have ripped their bumpers off as they had not waited for the green light before setting off..
None got payed. All got warned that it was their fault and could be liable for the cost of any damage.

OP I think you're getting far too ahead of yourself here.

Aside from the fact you require them to be negligent to claim off them, your loss would be the value of the tyre (why do you use the plural tyres?) that was damaged minus an amount for wear & tear. I also don't think recovery fee would be recoverable. Your time definitely isn't I'm afraid.
You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride
