Hi. Can anyone advise? Due to my MS, I've had to move to a house with no stairs like my other house. I am on contributions based ESA and I am on a support group too. Am I allowed tor rent it out?

I assume you are referring to renting out your old house.
Contributions based ESA is not affected by capital or income (with the exception of pension income in excess of £85/week).
Are you sure that you ESA does not include any income based top up. If you get contribution based only you will be getting £111.65/week. If you get more than this some of it is income based.

If you own a house that you do not live in that is capital which should be taken into account when working out your entitlement to Council Tax Reduction. Are the council aware that you own a second property?
I don’t know if rental income is taken into account for CTR. Different councils have different rules for CTR.
(For the avoidance of doubt Council Tax Reduction is a means tested benefit that helps pay your Council Tax liability.
