Complaining about a course

I signed-up for a distance learning course that has been shockingly bad and has not lived up to what it promised at all. What are the official routes I can take to raise a grievance and try to get my money back? I have complained to the MD of the provider but have no faith that they will take my complaint seriously.

Unfortunately not, but they do work on behalf of a leading software provider, so I can guess I can always complain to them too.0

There are an awful lot of dodgy providers of these sort of courses.
