    Okay. So as Fruitcake advised above, you should appeal to the company using the template from the Newbies' thread. It is very obvious as it is shown in blue text there.

    Await further advice / discussion here - I am not sure of the best way to tackle this one. Complaining ASAP to the management company for the complex seems the most obvious course of action in addition to appealing. Is that something you've tried previously?

    The management in the complex don't want to get involved, so I will send the letter to appeal. Quite sure they will come back rejecting it as that seems to be the usual course, which means more appeals

    Hang on, check out the Newbies' thread and follow advice on when to appeal to IPC members.

    Yes, they almost certainly will reject the appeal and it's not worth doing a second stage appeal with IPC members. However it's best to go through the steps just in case this ever gets to court. Don't panic at the word 'court' we're talking small claims court as just a possibility, with loads of time to prepare if it came to that.

    Meanwhile, I am sure there will be other things you can do .... (it's pretty busy on this forum but I'm bumping this up by replying of course).

    Is your Mum on good terms with the neighbours (apart from the horrible one!)? I think the residents are going to have to join forces ....

    Yes mum and the rest of the neighbours have tried to complain to the council and the landowner/complex people but no one is doing anything about it. I am just about to send an email to our local MP again, and they have all emailed her too.

    Hoping it will get resolved that way too.

    Yes the Newbies thread keeps saying something about waiting for a notice to keeper, but I am uncertain if this is one of those instances. Will double check.

    Can I suggest you edit the title of the thread? If you hit EDIT, Go Advanced and scroll down a bit, you can see a box labelled TITLE change it to Park Direct

    A Notice To Driver (NTD) is placed on the car. Only appeal this if the parking scammer is a BPA member.
    Do not appeal this if the parking scammer is an IPC member.

    A Notice To Keeper (NTK) comes through the post. Appeal this using the appeal template in blue text from post 1 of the NEWBIES within a few days of it arriving. Do not alter it. Appeal only as keeper.

    When should the NTK come through the post? If 25/26 days that means that it will be outside of the "14 day" discount, no?

    Should I just do nothing with the PCN on the windscreen and just wait for this? :) (Thank you again for your help)

    If there was a NTD then wait for the NTK. It "should" arrive between day 28 and 56 for keeper liability to apply, the date of the alleged event being day zero.

    Sounds like you're considering paying. I don't think you should, I doubt anyone here thinks you should. Ultimately it's your call, of course.

    I know you're not from the UK but your English is very good. How about a joint letter from residents to the management and MP? It would require facts e.g. how many PCNs the signatories have received and the timeframe, plus examples of circumstances in which PCNs have been given ...... as many relevant details as possible.
