Will PIP contact non-doctor references?

My councelor has finally agreed to write a letter for my PIP claim but has said she won't be able to (or just doesn't want to) reply to the DWP if they contact them for more.

What are the chances the DWP will contact her? She is a private councelor.

    They very rarely contact anyone for any evidence or information.
