Paid for goods not delivered

I ordered from an up and coming company owned by a person who has just been on tv taking part in a reality (popular) type show. I paid £44 for 2 sets of items one arrived and the other didn’t. This was from the 14th December. I interacted with the person concerned via Twitter, first of all joking with him about non delivery; he kept blaming Hermes. He now ignores my messages and I’m £28 out of pocket not sure how to go forward? If I post directly to him he ignores and if I post public ally I get trolled by people who think he’s great. How do I get my goods? I know there are others in same position as I’ve read their messages. Thanks

Why waste tie with the form.... Just ring the bank and start the process. Odds on they will need to contact you anyway.:T

Partial non receipt is going to need proof of order value per item. So might need you to fill in and sign a official chargeback form.
