Final Account Meter Readings

I regularly change energy suppliers when the account comes to an end. The process always requires me providing closing meter readings to the new supplier. I have noticed on more than one occasion that whilst the electricity reading I provide is used for the final account, the gas reading used always seem to be significantly higher than the reading provided. The new supplier adopts this higher reading as the opening reading so there is no over payment. My question is why does this happen?

    Never happened to me on at least ten switches .

    Never happened to me on gas - but HAS happened several times with leccy changeovers; I've raised a dispute when I feel I'm actually losing out (ie the new tariff is more expensive than the previous) - however, on at least one occasion the dispute was rejected because the difference between my read and the used read was too small (less than 250kwh).
    I have also had issues with the losing and gaining suppliers using different readings - a couple of such issues have never been resolved!!
